Speaking in an interview with American media, Vance said the proposed fund would be financed by Gulf partner states and would only become available to Iran if it strictly adheres to the terms of the final agreement. He said the mechanism was designed to ensure compliance and build confidence in the implementation of any deal.
He added that, under the proposal, funds could be used for reconstruction and development projects inside Iran if all conditions are met.
Vance clarified that the unfreezing of Iran’s $24 billion in previously blocked assets is not currently included in the existing draft of the understanding under discussion. He stressed that any financial relief or economic access would be tied directly to Iran’s verified compliance with its commitments.
The US vice president said the next steps in the process, including implementation, would depend entirely on Iran’s willingness to meet its obligations and demonstrate trustworthiness to the other parties involved in the negotiations.
