Danon announced the development in a post on social media on Thursday, accusing the UN of making “a political decision” that was “disconnected from the facts and reality."

“This is a moral disgrace and a complete collapse of any credibility left to the UN,” Danon said, adding that Israel had submitted evidence rejecting the allegations contained in UN reports.

According to Israeli media reports, the Israeli Prison Service (IPS) is among the entities set to appear in the 2026 blacklist, while several other Israeli authorities remain under UN monitoring for possible future inclusion.

The blacklist forms part of the annex to the UN secretary-general’s annual report on Conflict-Related Sexual Violence, which identifies state and non-state actors credibly suspected of patterns of rape and other forms of sexual violence during armed conflict.

The report is usually released in August, with listed parties generally remaining on the blacklist for at least one year. Hamas is also included among the groups listed in the 2025 report.

The decision follows growing scrutiny over allegations of abuse against Palestinians held in Israeli detention facilities since the start of Israel’s war on Gaza in October 2023.

Human rights organizations, former detainees, and international investigators have documented accusations ranging from torture and degrading treatment to sexual assault and rape inside Israeli prisons and military detention centers.

Several released Palestinian detainees have described alleged abuse while in custody. Some testimonies include claims of violent sexual assault carried out during interrogation and detention.

Last year, a United Nations inquiry accused Israel of using sexualized violence and rape as “a method of war” aimed at “dominating, oppressing, and destroying the Palestinian people."

Israeli rights group B’Tselem has also described the Israeli prison system as a “network of torture camps," alleging that detainees were subjected to repeated acts of sexual violence, including abuse carried out by groups of prison guards and soldiers.

According to Israeli media reports, Israel has frozen relations with the office of UN Secretary-General António Guterres following the decision.
