In a statement issued on Monday, UEFA said it was shocked by FIFA s decision, which came after US President Donald Trump reportedly asked FIFA President Gianni Infantino to review Balogun s red card.
"We express our disbelief at such an unprecedented, incomprehensible and unjustifiable decision," UEFA said.
The organisation added that when the rules are no longer applied consistently, the integrity of football and the credibility of competitions are put at risk.
Reuters reported that it had contacted FIFA for comment, but no response had been received.
Balogun, who has scored three goals for the United States in the tournament, was sent off after a VAR review during the Round of 32 victory over Bosnia. The striker was shown a red card for dragging his studs down the back of defender Tarik Muharemovic s leg.
The dismissal automatically ruled Balogun out of the United States Round of 16 match against Belgium.
However, FIFA later suspended the implementation of the one-match ban for a one-year probationary period without overturning the red card itself, allowing Balogun to remain eligible for selection.
The decision has sparked widespread criticism and placed FIFA s disciplinary process under scrutiny.
The Royal Belgian Football Association (RBFA) also expressed surprise over the ruling, describing itself as "astonished" by FIFA s decision.
According to The Athletic, the RBFA has formally appealed to FIFA over the matter.
