"I asked for a review because I didn t think it was a foul," Trump told reporters at the White House. "All I did was ask for a review, I didn t say you have to do this."
Trump argued that the incident was simply a collision between two players running at full speed and should not have resulted in a red card.
He also said he was initially unaware that a straight red card automatically ruled Balogun out of the next match, describing the rule as "very unfair."
Trump criticised Brazilian referee Raphael Claus, calling him "a little bit suspect" and questioning his past decisions.
Balogun was sent off after a VAR review during the United States 2-0 victory over Bosnia in the Round of 32 for stepping on the ankle of a Bosnian defender.
Under FIFA regulations, a straight red card normally carries an automatic one-match suspension that cannot be appealed by the player s team.
According to US media reports, the Trump administration spent several days lobbying FIFA to review the decision.
The effort reportedly involved White House FIFA Task Force Executive Director Andrew Giuliani, Commerce Secretary Howard Lutnick and Secretary of State Marco Rubio, who also publicly called for the suspension to be lifted.
Following Trump s conversation with Infantino, FIFA announced on Sunday that Balogun s one-match suspension would be suspended for a one-year probationary period. The striker will only serve the ban if he commits a similar offence during that period.
Trump welcomed the decision, saying both teams would now compete at full strength.
"If they beat us, then they can be really proud," he said, before again repeating his false claim that the 2020 US presidential election had been rigged.
The decision has sparked criticism from Belgian football officials.
The Royal Belgian Football Association (RBFA) said it was "astonished" by FIFA s ruling, arguing that it directly contradicted the organisation s own disciplinary regulations.
On Monday, the RBFA confirmed it had formally challenged FIFA s decision to allow Balogun to play in the World Cup Round of 16 match between Belgium and the United States.
Balogun has scored three goals during the tournament and has been one of the United States key performers. The decision to suspend his ban was made by FIFA s disciplinary committee.
