The plan outlines how AI will be gradually adopted by ministries and regional governments between 2026 and 2029. The goal is to improve efficiency and boost economic growth, with projections suggesting AI could increase Indonesia’s GDP by up to 12%, or around $366 billion, by 2030.

AI in free meal programme
One of the most significant applications would be in the government’s free meals programme. The draft says AI could be used to design region-specific menus, predict food demand, monitor kitchen hygiene, and detect irregularities. It may also help integrate health data to issue early warnings during emergencies.
The programme has faced criticism in recent months over transparency issues, safety concerns, and reports of food poisoning cases affecting tens of thousands of children.
Wider government use of AI
Beyond food distribution, AI is also expected to be used in health screening systems, tuberculosis testing, and monitoring public health data.
The draft also mentions a proposed “sovereign AI fund” to support development, along with incentives for researchers and efforts to address shortages in skilled AI professionals.
Concerns over readiness
While the government sees AI as a way to modernise public services, experts say Indonesia is not yet ready to become a major AI developer. Analysts point to weak infrastructure, limited access to advanced chips, and a shortage of skilled workers.
Some experts believe Indonesia may remain more of an AI user rather than a global developer, relying on technology built elsewhere.
Risk monitoring included
The proposed regulation also requires government agencies to report risks linked to AI use, including misuse of biometric data, deepfakes, and intellectual property violations.
The draft is still awaiting approval from President Prabowo Subianto.
