According to Pakistan s Ministry of Energy, the agreements were signed between Pakistan s Independent System and Market Operator (ISMO) and Turkiye s Energy Exchange Istanbul (EPIAS), ISMO and the Turkish Electricity Transmission Corporation (TEIAS), and the Power Planning and Monitoring Company (PPMC) and the Turkish Electricity Distribution Corporation (TEDAS).
The MoUs establish frameworks for cooperation in electricity market development, transmission planning, distribution management, power system operations, digitalisation, capacity building, governance reforms and technical knowledge exchange.
Federal Energy Minister Sardar Awais Ahmad Khan Leghari said the agreements would help Pakistan benefit from Turkiye s experience in electricity market reforms, transmission system development, post-privatisation management and modernisation of the power sector.
He noted that collaboration between institutions of both countries would support Pakistan s efforts to improve efficiency, strengthen governance, enhance service delivery and build a more sustainable and competitive energy sector.
The Turkish side also expressed commitment to long-term institutional cooperation, with the agreements expected to lead to joint technical projects, expert exchanges, training programmes and study visits.
The government described the MoUs as a significant outcome of the Pakistan-Turkiye energy dialogue and a reflection of the growing strategic partnership between the two countries.
