Speaking during the General Assembly debate on the Security Council’s annual report, Pakistan’s Counsellor and Political Coordinator at the UN Mission, Gul Qaiser Sarwani, said that Jammu and Kashmir is a long-standing international dispute whose historical, legal and international status cannot be altered by any unilateral claims.

Responding to remarks by the Indian delegation, Sarwani said India continues to deny facts, divert attention and mislead the United Nations on the Kashmir issue, instead of assessing the ground realities.

He stated that Jammu and Kashmir was neither India’s so-called integral part in the past, nor is it today, nor will it ever be.

He added that the Kashmiri people continue to be deprived of their inalienable right to self-determination, while arbitrary arrests, restrictions on fundamental freedoms, attempts to alter demographic composition, and other human rights violations continue in the occupied territory.

Earlier, Pakistan’s Permanent Representative to the United Nations, Ambassador Asim Iftikhar Ahmad, told the General Assembly that the latest Security Council annual report highlights the continued importance of long-standing disputes, including Kashmir and Palestine, which must be resolved in accordance with relevant UN Security Council resolutions.

He noted that according to the report, more than 20 communications related to the “India-Pakistan question” were brought before the Security Council between 1 January and 31 December 2025, while closed consultations on the issue were also held in May 2025.

The Pakistani envoy said this clearly demonstrates that the Jammu and Kashmir dispute remains firmly on the Security Council’s agenda.

He stressed that lasting peace in South Asia is only possible through a settlement of the Kashmir dispute in accordance with UN resolutions and the aspirations of the Kashmiri people.

On Palestine, Ambassador Asim Iftikhar Ahmad said the situation in Gaza remains at the top of the Security Council’s agenda. He emphasized the need for full and faithful implementation of Security Council Resolution 2803 endorsing the Gaza peace plan.

Indian Ambassador Parvathaneni Harish, speaking in the General Assembly, claimed that Kashmir is an integral part of India.

In response, Gul Qaiser Sarwani reiterated that India is avoiding implementation of UN Security Council resolutions and ignoring its obligations under the UN Charter.

The Pakistani diplomat further said that India cannot hide its record by leveling allegations against Pakistan, citing alleged state repression in Indian Illegally Occupied Jammu and Kashmir, destabilizing activities in the region, and violations of international law.

He also stressed that reforms of the United Nations system should reflect the interests of all member states rather than serving only a few powerful countries.
